The Metro Manila Development Authority (MMDA) put up these wire fences along the highway in order to force buses to line up and hence help clear up traffic. Unfortunately, due to lack of forewarning and overhanging signs, a lot of private cars drive through the fenced lanes in order to make a right turn and exit towards a street at the end of the fenced in lane. This in turn became a money making opportunity for a lot of the MMDA traffic personnel gleefully waiting to hand out tickets for private cars that drove through the lanes.
