Fire prevention in the Philippines 2016

Every March since 1967 we have been celebrating Fire Prevention Month to make us aware of the need to improve our fire safety. Yet for some reason we see minimal improvements on overall fire protection services.
According to the Commission on Audit, the SLA in the Metro remains at 86% since 2010. There are still massive deficits from fire fighters (31,231 deficit), fire stations (426 municipalities without fire stations), fire trucks (1,538 deficit) and safety equipment (5,557 breathing apparatus deficit). Every year, instead of focusing on preventing fires, maybe we should be focusing on why the Bureau of Fire Protection cannot perform their function well.
